(BTW, with a PNG kept as PNG you wouldn't need to start from a 400x400 pixels avatar, since you wouldn't have to worry about (re)compression artifacts, and growing past the Steam avatar maximum size (184x184, make it 200x200 if you really want) would be useless.) And that's why I think it's pretty stupid. Steam is serving a heavier, but lower quality version of the avatar. The recompressed JPEG shipped by Steam is 184x184 pixels, 24-bit colors, no palette. The PNG original of my Steam avatar is 200x200 pixels, with indexed colors. If you consider a flat shading avatar such as the one presented by the OP's quality test, the PNG would be barely bigger than the JPEG, and in fact it'll probably be smaller.
